This issue is typically caused by a setting on your computer, which restricts third-party apps and software from being installed.
If your computer is running Windows 10 S, by design, you will only be able to install apps from the Windows store. No third-party software can be installed on Windows 10 S.
To change the setting:
1. Click

Settings →
Apps or
Apps & Features.
2. From the "Installing Apps" dropdown, choose All apps from anywhere. Close the Settings window.
You should now be able to install the Brother software.
2. Try following
Windows Key+I > Update & security > Windows Defender > Open Windows Defender Security Center > App & browser control > You can check all options to Warn ( or Off).
3.Try following
Windows Key+I > Update & security > For Developers>Sideload apps
